Established on July 26th, 2002

The Foss Waterway Owners Association is a nonprofit corporation in Washington State connected to the historic Foss Maritime Company. Founded in 1889 by Norwegian immigrant Thea Foss, the company began with a single rowboat and grew into a renowned fleet of tugboats.

Today, the association serves to represent the community and uphold the legacy of Foss Maritime, a cornerstone of Tacoma’s maritime industry and heritage.

The Legacy of Thea Foss

Founded in honor of a pioneering spirit, the Foss Waterway Owners Association carries forward the legacy of Thea Christiansen Foss, who in 1889 began what would become Foss Maritime, the West Coast’s largest tug and towing operation. Thea remained central to the enterprise until her death in 1927.

Her name lives on in Tacoma’s Thea Foss Waterway, the Thea Foss Lodge of the Daughters of Norway, and in cultural works inspired by her life—spanning theater, film, and storytelling from the 1930s through today. The association continues to represent that same spirit of community, maritime history, and forward-looking innovation.
